Theory of Creating Safe Neighbourhoods

Neighbourhood Security encompasses a lot of different ideas and strategies. However, the single unifying element is the need for neighbours to work both as individuals and together as a coordinated team.

Neighbourhood Watch

An active Neighbourhood Watch program may be the most important tool you have to reclaim your neighbourhood, or to stop problems before they become too serious. Neighbourhood Watch should not be viewed as a cheap security company which exists solely to respond to your needs and requirements, but rather as a tool to inform your neighbours about an activity they may not have noticed and get them to observe and report it as well. It is a tool whereby all members actively work towards creating a safer environment and lookout for each other. Make sure that you ask all your neighbours to join, as this sends a clear message to undesirable elements that your neighbourhood is alert and will report criminal activities.

Vision

To be an active community-initiated role player in making Helderkruin and Kloofendal safe neighbourhoods to live in.

Mission

To voluntarily work together as a caring and involved community in the prevention of crime in Helderkruin and Kloofendal for the well-being of our residents through ongoing patrolling and other safety initiatives, in partnership with the South African Police Services, security firms and neighbouring community-based safety actions.

Identification Boards

On joining the Neighbourhood Watch, you will be issued with a reflective identification board bearing your house number and the Community Police Forum badge. This board will be fitted as soon as possible, as a deterrent to criminals and as an indication to patrollers that you are indeed a member of the Neighbourhood Watch

Patrolling

Patrolling the streets is one of the most important aspects of any Neighbourhood Watch, yet this is the least supported.  The function of the patroller is not to confront or arrest criminals but to act as the eyes for the police. There is a ‘Sector Police’ vehicle on patrol in our area 24/7, any suspicious activities the patroller might come across should be reported to the Sector Police immediately, whereupon the patroller leaves the area and lets the police do their work. Notify your security company who can act with armed response on your behalf.

Meetings

Neighbourhood Watch meetings are held every second Monday of the month in the Laerskool Helderkruin hall, 521 Banket Avenue, Helderkruin. Secure parking is provided in the school grounds. All members are encouraged to attend these meetings where feedback is given.

HKNW also makes use of the radio network, which is also monitored through the RNW ops room in Ruimsig.
